The local dealer told me that service manuals aren’t available for a
1998 M3 and (I wanted
it for reference) all their data is on microfich.
Is this true for all new BMWs? Are sources such as AllData, Haynes,
etc. current for the 1998 year?? Any other sources?

There is no information on 98 models available, to the public, or
professional tech , outside the dealerships.
Closest you can get is microfiche printed in 96, and even those are as rare
as hens teeth.
No aftermarket manuals , of any brand, cover the 98′s
